Introduction
Benazir Taleemi Wazaif is a conditional cash transfer program for higher secondary education for children who are active dependents of BISP. Dropout rates are discouraged by ensuring enrollment and retention of their children in schools/colleges through additional cash incentives to the beneficiaries.

The objectives of the Benazir Taleemi Wazaif are:
- To create long-term sustainable awareness of the importance of primary, secondary, and higher secondary education among BISP beneficiary families
- Increase enrollment of children in schools for primary, secondary and higher secondary education
- To improve children’s school attendance; And
to reduce dropout rates.

Background
Benazir Taleemi Wazaif Program was initially launched in November 2012 in five districts. Gradually, the program expanded from five districts to thirty-two districts in 2015, more than fifty districts in 2018, and too one hundred districts in January 2020. Finally, in July 2020, the program was extended to all Pakistan districts.
Key Steps of Benazir Taleemi Wazaif
The following are the main processes of the Student Scholarship Program:
1. Micro Supply Capacity Assessment (MSCA)
Benazir Income support program collects data from the provincial education department on the micro supply capacity assessment of all government schools. MSCA data collection aims to identify the available capacity (available enrollment capacity, infrastructure conditions, accessibility, and catchment area) of public and private schools before starting registration and enrollment activities. The supply capacity of private schools is being assessed on the identification of mothers at the time of admission of children.
2. Social Mobilization
The purpose of social mobilization is to create awareness about the importance of education among BISP beneficiary families. The BISP field team visits different areas of the respective districts to mobilize the beneficiaries to enroll their children in schools. Additionally, they also meet the beneficiaries in their respective constituencies to understand the reason for non-compliance and motivate them to achieve the required attendance. BISP field offices conduct extensive mobilization activities during periods when field attendance compliance activities are not operational due to school closures, completion of assignments, and school holidays.
3. Registration and Enrollment
Enrollment is a major activity of the academic scholarship program. After completion of the SCA, a mass registration process begins covering all potential beneficiaries. Prospective families of Talmiz Wazif are invited to the Registration Centers/Tahsil Offices established in their nearby areas through beneficiary contact and extensive Public Information Campaign (PIC) (media campaign) at the local level. Talemi Wazaif Successful completion of the registration process by a prospective family entitles the family and its eligible children to the program.

4. Admission and attendance compliance
The Benazir Taleemi Wazaif is subject to eligible families complying with the enrollment and attendance requirements associated with the cash transfer. The purpose of compliance is to observe the compliance of children’s co-responsibility to entitle their respective families to receive cash benefits. However, in case of non-compliance, the cash transfer is stopped. The main objectives of admission and attendance compliance are as follows:
- Identify beneficiary children who have complied with prescribed enrollment and attendance obligations, and entitle them to cash transfers.
- Identify beneficiaries of educational stipends who have not complied with shared obligations, issue alerts in such cases, and apply consequences for non-compliance accordingly.
- Suspend children from the program who have not complied with the attendance obligation for three consecutive quarters of compliance.
5. Case management
The case management process really is the most important program activity. Beneficiaries will register various types of grievances through the field offices and prompt redressal of grievances will not only improve the efficiency of program implementation but also increase the confidence of BISP beneficiaries to enroll their children in schools. Eligibility Criteria
The following are the eligibility criteria for enrollment of children in the Benazir Education Wazif Program:
- Children of beneficiaries of active BISP sponsorship
- The age standard for a child to enroll in primary education is four to twelve (4-12 years)
- The age standard for admission to secondary education is eight to eighteen (8-18 years)
- The age standard for admission to higher secondary education is thirteen to twenty-two (13-22 years)
Registration Process
To become a child beneficiary of the program, an eligible child must be admitted to a school/college in any district in the country. To enroll in the Beneer Education Scholarship Programme, the beneficiary has to visit the Enrollment Camp/Field Office along with their child along with the following documents.
- Beneficiary Identity Card.
- B Form/CRC issued by NADRA.
- School/College Admit Slip with verified information on class and school/college name.
- Verification of B-Form/CRC through the NADRA database is mandatory for enrolling the child in the program.
Shared Responsibilities
Benazir Education Wazif Program has two obligations children must follow for cash transfers.
- Admission to school/college
- 70 percent quarterly attendance
Co-responsibility for admission
Each child (under the eligible age criteria) of a currently active BISP family is verified in the program only once during registration (when he/she enters the program). In similar education scholarships, the first quarter payment is released after the enrollment of the children.
Attendance co-responsibility
The beneficiary child must attend school/college for at least 70% effective days of school/college within a quarter to receive a cash transfer in the second quarter and thereafter.

Documents Required for Benazir Education Wasif Registration Process
To enroll your eligible child in the Benazir Education Wazif Program, you should complete the enrollment process by visiting the designated BISP enrollment campus or centers in your area along with the following documents. Follow this link to check the address of the nearest Tehsil BSIP offices.
1. Copy of CNIC of mother/guardian
- Provide a photocopy of your valid National Identity Card issued by NADRA.
- Ensure that the copy is legible and shows the full name, ID card number, date of issue and expiry date.
- This will be used to verify your identity as a BISP beneficiary.
2. Child Registration Certificate (B-Form)
- Submit the original Form-B Child Registration Certificate issued by NADRA for the eligible child.
- It contains a small booklet with the child’s photo, demographic details, fingerprints and family tree.
- It will be checked against NADRA database during enrollment for verification.
3. School admission slip
- Provide an admission slip or documentary proof that the child is enrolled in a government or private school certified by the school.
- It should clearly state the name and location of the school, class/grade entry, child’s name and academic year.
Remember: Verification of child’s B-Form from NADRA database is mandatory while enrolling in Benazir Shekhar Wazif Program. Make sure you carry the original certificate with you to complete this verification process successfully.
Note: If the student’s mother is not currently enrolled in the Benazir Sponsorship Program, she must first register for the Basic Program before the student can apply for the Benazir Education Scholarship. The enrollment process for Benazir Kafalat Program can be initiated by visiting the nearest BISP office and providing the necessary documents and information.
